Looks great to me. The explicit categorization, and assigning each
category to a different target audience, will help clarify what type
of info belongs on a certain page so potential contributors won't need
to worry about figuring out the "intent" of whatever page they are
considering modifying.

I'm sure there are a few sections that could be added, like a more
specific near-term roadmap that targets developers and advanced
users/testers, but those are just details. The framework and
philosophy are excellent.
