I think you're actually disagreeing then. Or maybe just something orthogonal.

And yes, Rootless. Compile is the principal means of installation on that, so 
it is designed to be able to work that way. You can install almost all 
user-level software like that, just requiring a system toolchain to bootstrap 
itself. Rootless works on the principle that it has no privileges outside a 
tree under ~, so there's no elevation at all. The tools contain some 
special-casing to work with that situation.
