Well, the problem seems to be that I was originally testing this
feature with the DELETED flag in WATCHES, and the rules were never
being processed after the directories were removed -- I've just
commited a fix for that, and now it should behave okay.

Yes, this is a major limitation on the current implementation. I'll
update the FISL arena page to better document what's missing: the
dynamic inclusion of new directories and (as a bonus) allowing
RECURSIVE= to receive an integer specifying how many levels to recurse
in walk_tree().
