I think the symptom is fixed but not the issue. The Scripts package
had a new signature, making the message go away, but still
InstallPackage gives the same message. The support I've added is in
VerifyProgram but InstallPackage only looks for success or fail, not
on specific error codes returned from VerifyProgram iirc.
