I think this problem can be addressed by adding Compile-like functions to be 
executed after the package is installed. That is, the tarball can have a 
shell script inside its Resources (say, Resources/PostInstall), with contents 
like:

#!/bin/sh
Compile FooDriver

This can be used to perform tasks such as adding users/groups and the like, 
just as we do in recipes currently.
