More important here is to check it before CreatePackage, so packages
don't enter the store with odd permissions and ownership. But you're
right that SymlinkProgram might want to make the same call: it checks
your work after you manually put a program into the /Programs tree.

As I understand it, fibo is only used during the installation process,
so any references left that stick around are mistakes. Can someone
with more knowledge tell me whether this is correct?

I intentionally leave my Firefox/1.5 tree owned by a normal user, so
the built-in autoupdate functionality works. (This means my version
folder has to be the unspecific 1.5 instead of changing for each
update, but it allows me to get security updates automatically as soon
as they are available, without having to run Firefox as a superuser.)
Also, (I believe) some programs deliberately set the ownership of
their files to an unprivileged user for security reasons. I don't
think you can assume that the entire /Programs tree should be
gobo:gobo...
