I'm curious about what sort of devices you're talking about.  I use laptops 
almost exclusively, and daily plug and unplug two mice, a keyboard, two 
harddrives, a Palm Treo, a DVD writer, three printers, and a scanner -- most, 
but not all, through a USB hub.  I pretty much use USB as a cheap docking 
station.  I've never had problems with USB /devices/, although the Linux side 
of things only started getting nice with the advent udev.

You seem to have had a different experience, though.  What devices did/do you 
have that require them to be plugged in and turned on before you boot Linux?
