As I'm used to emacs, I often use jed as a lightweight alternative. As in  
http://www.jedsoft.org/pipermail/slang-users_jedsoft.org/2004/000052.html  
it seems that Jed is utf-8 capable with these settings:

Jed_UTF8_Mode = SLutf8_enable (-1);
SLsmg_utf8_enable (1);
SLinterp_utf8_enable (1);
Jed_UTF8_Mode = 1;
