Ouch, it seems like UpdateSettings itself needs Directories.conf. You
can do that by hand, though:

$ cd /Programs/Scripts/Settings
$ cp -rf /Programs/Scripts/Current/Resources/Defaults/Settings/* .
$ SymlinkProgram Scripts

Please note that this will override your current settings with the
default ones. Make backups if you have modified them before performing
the copy.
