The .config shipped with the recipe does include ACPI by default, just
like the binary package:
CONFIG_ACPI=y
CONFIG_ACPI_SLEEP=y
CONFIG_ACPI_PROCFS=y
CONFIG_ACPI_PROC_EVENT=y
CONFIG_ACPI_AC=m
...
Are you choosing the Voyager X86 platform by any chance..?
menu "Power management options (ACPI, APM)"
depends on !X86_VOYAGER
