There was quite a number of hits on Google for this one (I searched
for '~/.config/menus/applications-kmenuedit.menu', but one could
surely find better hits with more specific search). Have you looked at
any of those? The only advice I can give you, as I can't reproduce the
issue here, is try running 'kbuildsycoca --noincremental' to rebuild
the menues.

Seems like a permission error somewhere. Perhaps some app can't be
runned by a regular user? What user is X running as? KDE-apps?
