cups needs the following directories:
/System/Variables/spool/cups
/System/Variables/run/cups
/System/Variables/cache/cups
/System/Variables/log/cups

also, /Programs/CUPS/Variable should be a symlink pointing to /System/Variable

If you willing to wait, don't make those dirs and see if the new
recipe will handle it.  Thanks.
