I've been using CUPS on a 012 based installation, but there shouldn't
be that many differences. With CUPS 1.2.1, it's just a matter of
invoking 'cupsd' in the command line, and then configuring printers
through the CUPS http interface at http://localhost:631 .

I've never used KDE to configure it, so maybe the problem can be
related to its (possible) bad integration with CUPS on Gobo 013.
