I am stating the following for posterity, as I looked *everywhere* and
was shocked that the solution was so simple:

If you are using ALSA and your whole sound mix stutters when you scroll
your browser or anything similar, it may be due to an old graphics card
"trick".  Try adding the following line to xorg.conf in the "Device"
section:

Option     "pci_retry"

Apparently, this disables a hack on some PCI VGA cards that attempts to
speed up transfer speeds by hijacking the PCI bus.  Any devices on the
bus may suffer, including sound cards.  This completely fixed all my
sound problems, with no noticeable impact to X :)
