The problem is Compile's children (ie, SandboxInstall, PrepareProgram,
SymlinkProgram, etc) will call Verify_Superuser but Compile itself
doesn't.  If Compile is going to assume uid 0, that should be added.
Personally, I'd prefer Compile running as a normal user and only
escalating for install stages.
