That fixed it very well,
Also note that before trying this I tried using
Symlink -f LibrSVG ....the conflict then overrides the symlink to the 
config file from GTK with the one generated in the libsvg folder...that 
still does not work because even if that gets symlinked it does not get 
used by gtk ( I did open a new bash session )

however updating the GTK conf worked fine
