You can just put it in /F/C/Archives and specify the filesize and md5.
It won't even try to download it, so you could use a nonce URL, or do
something useful and provide a real one. It's not a huge effort to do.
Extracted sources can go in /F/C/Sources in much the same way, but
you'll have to say yes, you want to use the existing directory (and
it's more of a hack).
I see no motivation to make that easier. If you deliberately choose
not to contribute and that makes your life harder, I really don't
care. So long as it's possible to get things done, and it's easy to
get them done the right way, I'm pretty pleased with it.
The automatic patching Isaac mentioned later on could be nice, though.
It might lead to large multi-functional patches, which we generally
try to avoid, but it would make makefile and configure tweaks easier.
It is something to think about.
