FWIW, I use dead-accents on the right menu key:
keycode 117 = dead_circumflex dead_breve

In the past, I've edited /etc/X11/xkb/symbols/gb to set things up.

That's odd.  I'd expect things like:

keycode 39 = s S scircumflex Scircumflex

but that doesn't fix this for me:

Looking at /etc/X11/xkb/symbols/de suggests

keycode whatever = adiaeresis Adiaeresis

If you actually want dots and acute together, I guess you have to try
Compose or dead_diaresis.
