I am changing a variety of settings.

Most importantly, users coming from open proxies as listed at
http://dnsbl.sorbs.net/ will be blocked from editing.  However, any
user who:
a) has been registered for at least a week
b) has made at least three edits
c) has an unblocked username
d) is logged in
is immune to this proxy-blocking.  In essence, I am disallowing edits
by anonymous users of open proxies, which includes most of Asia.

Let me know if this proves to be a problem.

I am also making more tools available to such 'non-newbie' users: the
"rollback" command to more easily revert spam, and the right to move
pages.

I am also creating a 'wikiteam' group, which can delete and undelete
pages and history, protect and unprotect pages, block ips and users,
and "patrol" edits  (All edits made by anons and "newbie" users are
unpatrolled until any wikiteam member marks them.)  Please let me know
if you'd like to be on the wikiteam.

Miscellany include limiting accounts created per IP to 1 per day and
keeping more "Recent Changes" information.
