I like that idea.  After all, you can copy a recipe to LocalRecipes to 
modify it (removing the revision), then wanting the one in LocalRecipes. 
  Ask if the version number (not including revision) is the same, at 
least.  Freshen needs a way to not be asked (e.g. something like 
--prefer-recipes) (or if Compile is used with a version number 
specified, would it need to ask?)

I noticed that Compile:ing Hisham's Udev 115 recipes added 
/Files/Compile/Recipes/115 (without a revision number, unlike everything 
else in that directory). That seems odd too.
